Why

RCW 82.08.0208(3)(a) exempts the sale to a business of digital goods, and services rendered in respect to digital goods, purchased solely for business purposes. The same applies to digital codes. RCW 82.12.0208(6) is the use-tax counterpart.

Business purposes exclude any personal, family or household purpose and any activity of a government entity (RCW 82.08.0208(3)(b)(i)).

Business vs. consumer buyers

Business buyers using the goods solely for business are exempt. Consumers are taxed, and AgentTax taxes an unknown buyer as a consumer and flags that business status was not declared.
