Is SaaS taxable in Missouri?
No. Missouri does not tax SaaS. Its constitution also bars the state from taxing services that were untaxed as of 2015-01-01, which locks the answer in unless voters change it.
| Short answer | Not taxable |

| Authority | 12 CSR 10-109.050; DOR LR 7615; Mo. Const. art. X § 26 |

Why
Missouri's regulation on computer software (12 CSR 10-109.050) and Department of Revenue Letter Ruling 7615 treat remotely accessed software as outside the sales tax.
Mo. Const. art. X § 26 bars new sales taxes on services that were not taxed as of 2015-01-01. SaaS was not, so the legislature cannot add it by statute alone.
Business vs. consumer buyers
Because Missouri does not tax this category, buyer type does not change the answer.
Where the line is
- A 2026 ballot measure could authorize future base expansion. It has not been enacted.
How AgentTax classifies SaaS
Remotely accessed software sold by subscription or per use: the customer runs the seller's hosted application and never receives a copy. AgentTax routes SaaS and general AI-agent output (content and consulting work) to its digital service category.
Run a Missouri sale through the AgentTax engine and get the amount, the rate it used and the statute behind it. No signup needed.
